      Nice thought, but I assume all three quests are happening concurrently, which would probably rule him out (unless he can be in two different places at the same time).

        If I’m not mistaken, both being dead and being part of this quest don’t technically disqualify him from being voted for. It just makes him being there less plausible than someone like Presti or Robespierre.

        I think the seperate pieces of text are there to indicate that Hortzak is saying the joke with a fish accent and Anti-M isn’t.
