What a fast sword draw. Someone ran into him and he drew his blade and slashed at them after realizing who they were, but before any of the halflings could move. He definitely won initiative there.
Assuming 3E rules, the Quick Draw feat allows the sword to be drawn as a free action. Normally this is unnecessary for fighters and other high-BAB types; anyone with +1 BAB can draw a weapon as part of a move action. Taking the feat, however, allows someone to draw a sword as NO action at all, meaning they can still full-attack the turn after someone walked up to them, even if their sword was sheathed at the time. It’s a subtle rule, but sends a nice little message about this person – it’s NEVER safe to approach them if they even MIGHT be armed.
Given that Malevolus got only one chop at the halflings, it’s likely he’s level 5 or below (unless he has some fractional-BAB levels and isn’t just a straight Paladin of Tyranny). Unless it’s a surprise round and he only gets a partial action. *musing*
OR, or or or…the halflings were actually being polite and obedient when he told them to “hold still a moment.” So…that means he rolled high on Intimidate, right?
I knew someone was going to herd the halflings. The more players, the longer the distra–game lasts.
I give someone who appears in front of a target +4 to intimidate. Another +4 for a close attack like that.

The cast page says he’s a Blackguard rather than Paladin of Tyranny.

One can see why it was Stabs who went into adventuring.
Between a Blade and Sharp Place these Two.
I saw that one coming.
And this little halfling went “Nope nope nope” all the way home…
They saw the saws and they noped right out. Then they met the Male(volus)-Man, and they noped back in again.
“There go the runners… and Malevolus takes a swing and misses!”
And it’s a long fly bawl to center field.
