I’m pretty sure that one of the overarching rules gnomish baseball has can be stated roughly as “when play stops, so does the fighting.” The ball was out of play.
The penalty isn’t for fighting… it’s for the very specific offense of “tossing an opponent while the ball was out of play”. And it’s good to see they’ve got a rule to cover such undesirable behaviour… we can’t have that sort of thing going on.
Not entirely certain that the Rules she’s Deducting points for are actually RULES… she’s been deducting points from Robspierre’s team for things that pretty much every other team we’ve seen so far have done, without Those other Teams being Deducted Points(These Frogs have body armor and are wearing combat boots, where the elves were wearing cloth shoes, the Trolls had no shoes at all, they did not loose points for “not wearing Regulation Shoes” yet the Halflings did Despite ALSO being a race that traditionally does not wear anything on their feet? Mimic Got Deducted too now that I think about it, and he CAN’T wear shoes even if he wanted to)…
So at this point I’m pretty sure she’s Just enacting Petty revenge for undesired Halfling Flirting/Distractions, among other things (Or Maybe she just does not like them?) I’d be willing to bet that the no Points will be deduced for the “Frog-Pile” “while the ball is not in play”… either that or Mimic will come up with a plan to make the Frogs loose so many points that they’ll be competing for who has the LEAST Negative points….
Well, inconsistent refereeing is the bane of almost every sport out there, so it’s entirely possible most of the rulebook is ignored unless petty vengeance is desired. There’s probably a rule about that…

wow. Before a month ago, I just binged on this comic and had no trouble remembering the plot. Now I can’t remember, because of delay with comics. What happens if they loose again?
Petey goes to prison for trespassing and assault & battery. Stab’s family loses the protection of the Games and will be assassinated by (I think) either the mob or the viscount for botching a job. The rest just lose fame and glory.
Robespierre was only required to participate in the Games, not win them. Unless his parole officer determines he intentionally threw the game to get out of his sentence, I’m pretty sure he’s in the clear.

Given that this game has fire-traps and buzzsaws, I’m surprised that fighting on the field earns more than a stern warning
