I think the closest he could get would be something like a statuette or dakimakura of an elf. And I expect if he did try that, he would experience something mind-scarring and traumatizing (in a funny kind of way, hopefully), and not want to do so again.
She’s holding very still as well. I can’t help but wonder whether that’s a magically disguised dummy or maybe whether she is drugged or paralyzed. She was blushing like a stoplight a few pages ago. Maybe she couldn’t complete the training in time so they resorted to quick measures.
She’s not reacting to a greater humiliation than anything that undead plonker’s done. In that case, assuming the title of this chapter’s twofold in regards to getting rid the Elves’ ‘spirit’.
Shit stirrers are mainly after reactions from what I understand, hazarding a guess his favoured targets no longer giving him what he desires will either bore him enough to bugger off or cause him to snap, kinda up in the air when it comes to unhinged maniacs.
I think the intent is to leverage some of what you see in Jackass — the hilarious part of many of the pranks is the angry/upset/horrified response to something unexpected — but when they are either in on the joke (like you start to suspect in some of the movies), or play along with it, it’s not not funny; it’s a staged performance. And based on Rue Lily’s lack of response, that’s what they are seeing.. and a staged prank just isn’t funny the way an organic one is.
Give him everything he wants, but give it to him Voluntarily (leaving him no opportunity to get his laughs organically, in response to his screwing with them) and it becomes boring.

Is that Mimic?
I suspect Rue would not accept getting her head shaved…
I don’t think you could shave mimic even if he somehow learned to to turn into a realistic elf.
Oh no, that’s Rue. And I bet this is Roxy finally being able to get even.
Later:
Rue: So was it necessary you shave my head?
Roxy: No, just funny.

I suspect the goal here is for them to not act bothered by the trolling, because the reaction is the point for the ghost.

Shave and a hair-cut, for twits!
No goon can resist the old “shave and a haircut” trick!
I think the thing that’s “not right” is that Rue Lily is smiling.
Is this the first time she’s done that in the comic?
Technically no. But she very rarely smiles, much less genuinely, and especially not in the presence of Roxy.
Jackassed our way out of a problem? No. Jackassed our way into a problem? Frequently.
I’m assuming that the plan is being able to ignore the ghost guy’s trolling. Y’know, “don’t feed the trolls.”
Oh man, imagine if this didn’t work and Roxie just buzzed off a chunk of Rue Lily’s hair for nothing?
She’d be dodging elven assassins for the rest of her life.
