That’s what I was thinking, too… though I was thinking more along the lines of the water flow between them being used directly to power the bike’s engine. But why do they look the same? I cannot imagine that being OSHA compliant.
I suspect evil circus performers deliberately build their equipment to not be OSHA compliant.
If something is unexpectedly safe, they modify it until it is unsafe.
They pretty much have to be one of each unless there’s also a less visible bag of devouring they’re draining into. If they were both decanters the bike would be streaming water and if they were both recanters it wouldn’t have power.

They are minor portals to the Plain of Water, because of this, Water Elementals attack any one who has one first, to stop them from stealing water.
So theoretically, with two or more linked together (like a Bag of Holding put inside another Bag of Holding), the act could open a portal to the Plain of Water and let loose some Really Pissed Off Water Elementals, other denizens of the Water Plain, or one HELL of a Tsunami.
